The federal government has proposed a five-phase digital transformation of federal employment statistics to establish a centralized and continuously updated system to track employees, sanctioned strength and vacant posts across ministries, divisions, departments and other government organizations.
According to a concept paper, a copy of which is available with Wealth Pakistan, prepared for the Establishment Division, the proposed Integrated Federal Government Employment Statistics Management Information System (FG-ESMIS) will replace the existing mechanism under which employment information is largely collected annually through prescribed proformas and manually compiled in Excel sheets. The existing process has been described as time-consuming, repetitive, and difficult to maintain on a continuously updated basis.
The proposed system will be hosted and managed by the Pakistan Public Administration Research Centre (PPARC) and will provide a centralized database containing federal government employment statistics. The system will enable participating departments and organizations to directly enter, verify, and update institutional and employee-level information through a secure web-based interface, while the data will be made available for statistical analysis, policy formulation, and monitoring subject to appropriate access controls.
The FG-ESMIS is proposed to maintain detailed information on sanctioned strength, working strength and vacant posts, along with BPS/cadre-wise employment data. It will also capture domicile- or province-wise distribution of employees, gender-wise workforce statistics, information on minority employees and persons with disabilities, occupational and functional groups, and vacancies earmarked for relevant quotas.
The proposed employee-level database will contain information including employee name, designation, BPS/scale, cadre or occupational group, qualification, field of specialization, date of birth, date of appointment, promotion to or appointment at the current scale, domicile, gender, disability status where applicable, place of posting, email address and contact number.
Under the proposed workflow, each participating organization will have an authorized institutional account and will nominate a Data Focal Person (DFP) to enter or update information. An authorized officer will verify and digitally certify the submitted data, followed by PPARC validation before the information is incorporated into the central database.
Automated validation checks will also be introduced to prevent duplication and inconsistencies, including ensuring that the working strength does not exceed sanctioned strength without justification.
The project is proposed to be implemented in five phases. Phase-I will focus on planning and system design, including finalization of data parameters, institutional classifications, security requirements, and reporting formats.
Phase-II will cover development and piloting of the application, database, dashboards, and reporting modules with major ministries and divisions.
Phase-III will expand the system and migrate data by gradually onboarding attached departments, subordinate offices, constitutional bodies and other organizations.
Phase-IV will focus on data verification, resolution of inconsistencies, training of focal persons, help-desk arrangements and institutionalization of the system.
Phase-V will ensure continuous operation, under which organizations will periodically update information relating to appointments, promotions, retirements, transfers, vacancies and organizational changes.
The concept paper states that the system should take into account varying IT capacities among federal organizations, staff turnover, delayed responses, incomplete records and different administrative arrangements. It therefore proposes simple data-entry forms, bulk Excel-upload facilities, downloadable templates, validation checks, training and help-desk support.
Once operational, the FG-ESMIS is expected to enable the Establishment Division to generate continuously updated reports on federal employment at ministry, department, BPS, domicile, gender, quota, cadre and occupational group levels. It would also facilitate analysis of vacancies, recruitment trends, and quota implementation, while providing reliable data for Parliament, Senate committees, policy formulation, research and administrative planning.
The proposal also includes role-based access, secure authentication, encryption, regular backups, disaster-recovery arrangements, and audit logs. Employee-level information would not be publicly accessible, while any public dashboards would contain only aggregated statistics.
The proposed system would initially operate as a PPARC-hosted centralized statistical platform, with subsequent integration with existing e-office systems wherever feasible. The ultimate objective is to transform the existing periodic and manual employment-data collection exercise into a secure, standardized, and continuously updated federal government employment statistics system, strengthening evidence-based manpower, recruitment and policy planning.
