The Asian Development Bank (ADB), World Bank and China emerged as Pakistan’s leading foreign economic assistance disbursement partners during July–June 2024-25, according to the Annual Report on Foreign Economic Assistance issued by the Ministry of Economic Affairs.
Out of total disbursements amounting to US$ 12,144 million during the fiscal year, multilateral development partners accounted for US$ 4,841 million. Within this multilateral portfolio, ADB disbursed US$ 2,130 million, representing 44% of total multilateral inflows.
The World Bank disbursed US$ 1,769 million during the same period, accounting for 37% of total multilateral inflows. The Islamic Development Bank (IsDB) followed with disbursements of US$ 739 million, representing 15% of the multilateral share.
The report presents these figures as part of the breakdown of foreign economic assistance inflows received during July–June 2024-25. Disbursements under multilateral partners include project loans, program loans and grants.
On the bilateral side, China was the largest disbursement partner during the fiscal year, providing US$ 584 million. Saudi Arabia emerged as the second-largest bilateral contributor, disbursing US$ 221 million during the period under review. France followed with US$ 117 million in disbursements.
The Ministry of Economic Affairs records disbursements through the Debt Management and Financial Analysis System (DMFAS), which compiles inflows from multilateral institutions, bilateral partners and other financing sources.
The report clarifies that disbursements reflect actual funds received during the fiscal year and may include payments against both current and previously signed commitments.
