Gilgit-Baltistan’s energy sector is set to advance through private investment, supported by Private Power and Infrastructure Board’s (PPIB) policies and comprehensive feasibility studies for sustainable development.

The Pakistan Economic Survey 2024-25 highlights that PPIB is spearheading efforts to extend the Federal Power Generation Policy 2015 to GB, aiming to unlock the region’s significant renewable energy potential.

To support this transition, PPIB has facilitated detailed feasibility studies, including resource assessments, energy yield estimations, grid evacuation studies, and environmental and social impact assessments, all conducted according to international standards.

These initiatives are designed to create an enabling environment for investment by supporting necessary legislation and providing expert services for private sector power projects. PPIB’s collaboration with GB entities ensures that the groundwork is laid for competitive bidding and transparent project development, particularly for solar and hydropower ventures.

This strategic approach not only encourages private investment but also promises to enhance energy access and sustainability in the region. As a result, GB is poised to become a model for clean energy development, reflecting Pakistan’s broader commitment to diversifying its energy mix and fostering economic growth through renewable resources.

Talking to WealthPK, Masood Azam, Deputy Director of Planning and Development Department, Gilgit-Baltistan, expressed strong optimism about the role of private sector participation facilitated by PPIB. “The opening of GB’s power sector to private players marks a transformative step for our region,” he stated.

“For years, we have relied heavily on limited local resources and faced energy shortages that hinder economic growth and quality of life. Now, with PPIB’s support and the extension of the Federal Power Generation Policy 2015, we are witnessing a new era where clean and sustainable energy projects can flourish,” he said.

Azam emphasised that the comprehensive feasibility studies and adherence to international standards provide investors with confidence and ensure environmentally responsible development.

“GB is rapidly expanding its renewable energy capacity with significant solar and hydropower projects underway. The region is set to add a 100MW solar power project, distributed as 40MW for Gilgit, and 20MW each for Skardu, Chilas, and Ghanche, leveraging existing power distribution infrastructure,” he said.

“These solar and hydropower projects will not only generate much-needed electricity but also create jobs and improve infrastructure,” he added. “Our government is fully committed to facilitating legislation and policies that encourage investment and protect both the environment and local communities.”

Highlighting the strategic importance of these initiatives, Azam concluded, “Gilgit-Baltistan has immense renewable energy potential, and tapping into it through private sector collaboration will accelerate our progress toward energy self-sufficiency and contribute significantly to Pakistan’s overall energy security and sustainability goals.”
