Sindh flood-response housing project receives 86% of total PSDP allocation in 11MFY26

Sindh’s development schemes under the Public Sector Development Programme have received only Rs23.16 billion against a revised allocation of Rs51.04 billion during the 11 months of the ongoing fiscal year 2025-26, with the bulk of releases going to a flood-response housing project.

According to a document available with Wealth Pakistan, Sindh’s total allocation under provincial and Pak PWD projects was initially kept at Rs66.28 billion, but was later revised down to Rs51.04 billion. Against this revised allocation, total releases stood at Rs23.16 billion as of May 2026. However, Rs20 billion, almost 86 per cent of the total releases, went to the Flood Response Emergency Housing Project, which received its full revised allocation.

The rehabilitation and construction of roads in the SITE Industrial Area, Karachi, received Rs1.05 billion against an allocation of Rs3.02 billion.

The Prime Minister’s Programme for the construction and reconstruction of schools in rain and flood-affected areas of Sindh received Rs1.11 billion against a revised allocation of Rs3.17 billion.

The document further shows that the construction of an additional carriageway along Mehran Highway from Nawabshah to Ranipur received only Rs1 billion against a revised allocation of Rs10 billion.

The document says that no funds have been released for the remaining schemes. These include the extension and construction of Sindh Coastal Highway, initially allocated Rs8 billion; the improvement of the road from Rohri to Guddu Barrage with a revised allocation of Rs3.86 billion; the dualisation of Tando Allahyar to Tando Adam Road, with a revised allocation of Rs3.27 billion; and the improvement of the road from Sanghar to National Highway, with a revised allocation of Rs7.70 billion.

Under Sindh’s Pak PWD component, the construction of the NAB office in Sukkur had an initial allocation of Rs115 million, which was later revised to Rs27.4 million, with no releases made for the project.
