The meeting was informed that several prestigious universities from the United Kingdom, South Korea, and Kazakhstan have expressed interest in establishing campuses in Punjab. To improve accountability and performance, the chief minister approved the establishment of an Education Vigilance Squad that will conduct surprise inspections in colleges and universities, checking on attendance, cleanliness, academic quality, and institutional discipline. Reports from the squad will be submitted directly to the education minister for immediate action.

Furthermore, a Key Performance Indicator (KPI) system will be implemented in all public universities to monitor and evaluate the performance of vice chancellors and other key staff. A proposal to introduce a colour-coded ranking system -- green, blue, yellow, and grey -- for universities based on academic performance was also reviewed. Officials presented a detailed briefing on the Higher Education Strategic Plan 2025–29, which prioritizes teaching quality, innovative research, digital transformation, and global connectivity. Emphasis was also placed on human resource development and governance reforms in public universities.

The meeting also reviewed updates on the CM Punjab Honahar Scholarship and Laptop Scheme, which has attracted over 19,000 applicants from Punjab and other provinces. CM Maryam Nawaz directed relevant departments to expedite the review and disbursement processes.
