New Hajj policy: Relatives can travel in place of deceased or ill pilgrims Breaking

September 25, 2025

The Ministry of Religious Affairs has introduced a new policy for registered pilgrims facing unavoidable circumstances, allowing close relatives to perform Hajj in place of those unable to travel due to illness or death. The updated rules also provide the option of withdrawing deposited funds if travel becomes impossible.

According to the policy, if a registered pilgrim passes away before Hajj, any close relative will be permitted to perform the pilgrimage in their place. This ensures that the slot does not go unused and the family’s spiritual wish is still fulfilled. For those unable to travel due to illness or unavoidable compulsions, the Ministry has provided two options.

However, officials have clarified that a solid reason must be presented for either a refund or replacement. The ministry has emphasized that applications under this policy must be supported by documentary proof. Requirements include: Medical certificates or death certificates of the registered pilgrim.  An affidavit on stamp paper clearly stating the reason for not performing Hajj.
