Punjab continued to receive multilateral development financing during FY26 for a range of initiatives covering governance reforms, urban land system improvements and environmental management, as reflected in the Foreign Economic Assistance Monthly Report for November 2025 issued by the Ministry of Economic Affairs.

The document lists financing under the Punjab Resource Improvement and Digital Effectiveness (PRIDE) Programme, which is supported by the International Bank for Reconstruction and Development (IBRD). The programme is recorded under governance and public sector reform initiatives and is included among active projects during the reporting period.

In addition to PRIDE, the report includes the Punjab Urban Land Systems Enhancement (PULSE) Project, which is supported through International Development Association (IDA) financing. The PULSE project is listed under the urban development and land administration category and forms part of Punjab’s portfolio of externally financed initiatives aimed at strengthening land record systems and urban management frameworks.

The November 2025 report also records financing for the Punjab Clean Air Programme, which is included under environmental and climate-related initiatives. As shown in the report, the programme receives multilateral support and is categorised separately from governance and land system projects, reflecting its sector-specific focus within the provincial financing portfolio.

According to the document, these projects are presented as part of Punjab’s ongoing external assistance engagements and are listed with their respective lenders, executing agencies and financing modalities. The report distinguishes between programme-based financing, such as PRIDE, and investment or results-based projects, such as PULSE and the Clean Air Programme.

The report further categorises provincial projects by sector and lender, ensuring clarity in how financing is allocated across governance, urban development and environmental management. Punjab’s projects are listed alongside initiatives from other provinces, allowing for a consolidated view of provincial-level external assistance.

By listing governance reform programmes, urban land system projects and clean air initiatives together, the report reflects the breadth of multilateral financing available to Punjab during FY26. These initiatives form part of the province’s broader portfolio of externally supported projects recorded in the official external assistance data for November 2025.
