In a landmark shift aimed at transforming Hajj management, Pakistan has introduced its first-ever multi-year Hajj Policy and Plan, laying out a comprehensive roadmap for 2027 to 2030. The long-term strategy promises greater transparency, financial discipline and improved services while giving intending pilgrims an opportunity to plan their journey years in advance.

Ministry of Religious Affairs and Interfaith Harmony has released a 16-page policy for the stability of Hajj operations through three to four years contracts in Saudi Arabia. The government expects long-term agreements for air travel, accommodation, transport, catering, and baggage handling to reduce costs and improve service quality.

How the New Hajj Policy Will Work:

• Quota distribution: Hajj seats will continue to be divided between Government Scheme (60%) and private operators (40%).
• Digital financial system: All Hajj payments will be routed through the State Bank of Pakistan and official digital portals, with no paper cash transactions.
• Advance Registration: A multi-year registration list and Hajj Savings Scheme will help people to book a future Hajj slot by paying 10 per cent of the estimated price and will help them plan finances.
• Private sector reforms: The plan tightens regulation of private Hajj operators by introducing licensing requirements, financial guarantees, and penalties for poor performance, while banning the buying and selling of Hajj quotas.
• Pilgrim welfare: To enhance safety and support, mandatory training, merit-based welfare staff, insurance (Takaful), and an emergency response system are included.
• Social reforms: Women are allowed to perform Hajj without Mahram with an undertaking as per the existing rules of Saudi Arabia.

It is a government policy framework that sets out how Pakistan will manage Hajj operations over the next four years.  Its main objectives are to reduce costs, improve transparency, strengthen the regulation of private operators and enhance services and protection for pilgrims.
