China will allocate 177 billion yuan in 2026 to support rural revitalization and prevent people from falling back into poverty, according to the draft central and local budgets submitted to the national legislature.
The report states that the funds will be provided as part of regular assistance aimed at consolidating the country’s poverty alleviation achievements while advancing rural development.
The allocation will mainly support industrial development and employment generation in rural areas.
Authorities will adopt targeted assistance measures for people who are at risk of returning to or falling into poverty. These measures are intended to ensure that their basic needs are met while also strengthening their capacity for sustainable livelihoods.
According to the report, the government will continue directing greater support to key counties receiving rural revitalization assistance as well as other underdeveloped regions.
Fiscal policy will also focus on strengthening agricultural production capacity. Support will be provided for the protection of arable land, the development of the seed industry and the promotion of agricultural science and technology, machinery and equipment.
The report notes that authorities will take region-specific measures to advance high-quality development of high-standard cropland and promote initiatives aimed at increasing grain production capacity.
Efforts will also continue to improve per-unit yields of grain and oil crops and strengthen the overall foundation of national food security.
The government will coordinate price, subsidy and insurance policies to maintain reasonable prices for major agricultural products and safeguard the income of grain growers.
Authorities will also continue to improve grain distribution systems and strengthen support for major grain-producing areas.
According to the report, China will continue efforts to improve rural infrastructure, expand access to public services and enhance the rural living environment.
Measures will also promote the development of rural industries and strengthen mechanisms that enable rural residents to benefit from rural economic development.
The report states that authorities will support the development of rural collective economies and ensure that village-level organizations have sufficient funding to maintain their normal functions.
