Government enforces mandatory Green Building Code for all future constructionBreaking

The federal government has made it mandatory for all future development projects to adopt the Green Building Code, introducing new national standards aimed at improving environmental sustainability, resource efficiency and climate resilience across Pakistan’s construction sector, according to the Monthly Development Update – December 2025 released by the Ministry of Planning, Development and Special Initiatives.

The report states that the newly mandated Green Building Code marks a significant policy step toward sustainable development by ensuring that public and private construction projects adhere to principles of eco-friendly design. The initiative aims to reduce environmental degradation, promote responsible use of natural resources and support national efforts to tackle climate-induced challenges.

According to the document, the code sets standards for energy efficiency, water conservation, eco-friendly construction materials and waste reduction. The Ministry highlights that the integration of these standards into building design and construction processes is expected to reduce long-term environmental impacts and support Pakistan’s commitment to greener infrastructure.

The update notes that the code requires construction projects to incorporate features such as improved insulation, efficient lighting systems, low-consumption water fixtures and environmentally responsible materials. These measures are designed to lower operational costs, reduce resource wastage and improve resilience against extreme weather conditions.

The report explains that the Green Building Code applies to all new development projects across the federal, provincial, and private sectors. The Ministry states that authorities and implementing agencies have been directed to ensure full compliance with the standards during planning, approval and execution stages of construction.

The Ministry further notes that the introduction of the code aligns with ongoing national priorities related to climate adaptation and environmental sustainability. As Pakistan continues to face increasing climate-related risks, the update emphasises that green building practices are a necessary component of long-term structural resilience.

In addition to environmental benefits, the report highlights that the new standards will improve public service delivery by delivering better-quality buildings that operate more efficiently. The Ministry states that this transition will also encourage innovation within the construction industry, promote responsible urbanisation and support improved infrastructure performance.

The update adds that developers, contractors and planners have been encouraged to adopt the new benchmarks proactively. Guidance and awareness activities are expected to assist stakeholders in aligning with the required standards, ensuring that compliance becomes embedded within the sector.

According to the Ministry, the mandatory enforcement of the Green Building Code represents an important milestone in Pakistan’s development planning. The report concludes that the policy will help ensure that infrastructure growth is consistent with environmental priorities and contributes to a more sustainable national development trajectory.
