China has agreed to encourage third-party participation in projects under the China-Pakistan Economic Corridor (CPEC), as part of the China-Pakistan Action Plan (2025–2029) signed during Prime Minister Shehbaz Sharif’s recent visit to Beijing.
According to the document brief available with Wealth Pakistan, both countries reaffirmed their commitment to expanding CPEC’s scope and making it more inclusive. The plan states that Pakistan and China will support enterprises investing in special economic zones and industrial parks in line with market principles, while also “welcoming third parties to participate in CPEC cooperation and create successful practices.”
Officials from both sides noted that third-party participation would bring new sources of financing and expertise for projects, particularly in industrial parks, mining initiatives, and large-scale infrastructure. The arrangement is also expected to strengthen regional connectivity, diversify investment flows, and enhance the sustainability of CPEC ventures.
The action plan further highlights that financing and implementation plans for key transport projects, including the upgradation of the ML-1 railway line and the realignment of the Karakoram Highway (Thakot–Raikot section), are being pursued with consideration for third-party involvement.
By opening the CPEC to wider participation, Pakistan and China signaled their intent to transform the initiative from a bilateral corridor into a platform for broader regional cooperation and economic growth.
