The Federal Ministry of National Health Services, Regulations and Coordination and its subordinate institutions are reportedly facing a shortage of officers, with concerns growing over what is being described as a trend of ad hoc appointments and postings. Sources claim that appointments and additional charges are continuing even after deputation and retirement, while vacant positions are increasingly being filled on the grounds of “public interest.”

DRAP Director Given Additional Charge of PCP Secretary According to an official notification issued on August 20, 2026, with the approval of the competent authority, Dr Muhammad Akhtar Abbas Khan, Director DRAP (BS-19), has been given the additional charge of Secretary, Pharmacy Council of Pakistan (PCP). The notification states that the appointment has been made to fill the administrative gap and, in view of the exigency of the situation and in the public interest, will remain effective for three months or until the appointment of a regular incumbent, whichever is earlier.

The notification was issued by Dr. Muhammad Zubair Abdullah, Section Officer (Admin-IV). Questions have also been raised over the appointment in light of claims that Dr Muhammad Akhtar Abbas Khan had previously been removed from his position following proceedings before the Wafaqi Mohtasib (Federal Ombudsman). Despite this, his appointment to the additional charge has reportedly been made again. The post of Secretary, Pharmacy Council of Pakistan, has reportedly remained vacant for approximately five years, raising concerns about the prolonged absence of a permanent appointment.

The reported appointment of other officials has also come under criticism. Dr Wali ur Rehman of Polyclinic was previously given charge of various programmes and has now reportedly been appointed as Director General (DG) Health and posted in the Ministry. Similarly, Fazal Maula, a former Executive Director who retired from CDA Hospital, has reportedly been appointed as the head of the Human Organ Transplant Authority (HOTA).

A dental doctor, Dr. Arslan, associated with Polyclinic, is also reportedly working in various programmes within the Ministry and has allegedly continued to hold such assignments for several years. Meanwhile, Dr. Rizwan Taj, Dean of the Department of Psychology at Shaheed Zulfiqar Ali Bhutto Medical University, has reportedly been serving as President of the Pakistan Medical and Dental Council (PMDC) for around four years.

The report further alleges that some of these officials are receiving dual salaries and additional benefits and perks in connection with their appointments. These claims would require verification from the relevant departments and official records. The reported appointments have triggered concerns among officials and employees who believe that prolonged additional charges and appointments of already-serving or retired officials may affect merit-based promotions and career progression within the health sector.
