The Workers Welfare Fund's digital welfare system has recorded 26,526 educational claims, 1,108 marriage claims and 91 death claims, bringing into focus whether online processing can improve access to benefits for industrial workers and their families.
According to official documents of the Ministry of Overseas Pakistanis and Human Resource Development, available with Wealth Pakistan, the WWF has developed an online Management Information System for the submission, scrutiny and processing of educational and welfare-related claims. The portal has been operational since January 2024, but its current relevance lies in the volume of worker-related entries now recorded and in the additional services linked to the system.
The documents show that the MIS has recorded entries of 653 companies, 4,401 workers, 266 employees and 9,434 children. It also contains 8,699 educational details and 2,968 institutes, including schools, colleges and universities.
The system covers submission and processing of educational claims of workers, WWF employees and their children, along with death and marriage grants. It also processes welfare claims, house and flat payments, employer registration and educational claims by institutions for direct payment.
The portal also provides information on the payment status of houses and flats allotted to workers, annual contribution status of industrial establishments, details of workers benefiting from the Hajj scheme, and implementation of standard operating procedures related to books, stationery, uniforms and transport. It also includes dashboard management and customised report generation.
Meanwhile, WWF has also launched an SMS alert service to notify workers about claim submission and disbursement status. Online submission of claims through a mobile application is in the final development stage, according to the documents.
The National Assembly Standing Committee on Overseas Pakistanis and Human Resource Development on Monday noted that many workers remain unable to benefit from WWF initiatives because their employers fail to register them. The committee directed WWF to develop a mechanism enabling workers to initiate their own registration where employers do not fulfil their legal obligations. It also directed that the WWF portal and mobile application be made available in Urdu, alongside English, to improve accessibility for workers across the country.
Alongside digital services, the ministry documents show that the WWF Labour Colony Zone-V Phase-I in Islamabad was completed in September 2024 at a cost of Rs6,900 million after being started in August 2012. The project has achieved 100% progress and is marked as ready for allotment.
Another project, the reconstruction of the WWF Office in F-6, Islamabad, was completed in March 2023 at a cost of Rs139 million and has been rented out for revenue generation. The construction of a boundary wall around WWF land at Rawat, Islamabad, is 80% complete. The Rs64 million project started in May 2025 and is targeted for completion in October 2025.
The documents also list future initiatives, including development of WWF Labour Complex Phase-II at Zone-V Islamabad, construction of schools or a college at WWF Labour Complex Phase-I, and establishment of a WWF Centre for Skills Development and Facilitation Services at Rawat in collaboration with the International Training Centre of the ILO.
Other proposed facilities include boys' and girls' high and primary schools, a mosque, amenity buildings, and a commercial or business centre at the WWF Labour Complex, Taxila.
The documents further state that WWF is pursuing reforms to improve governance, efficiency, accountability and digital service delivery. Significant progress in digital services is expected within one to two years, while full digital integration may take three to five years.
The digital system shows that more welfare processes are being moved online, but the real test remains whether workers can register easily, track claims transparently and receive benefits without procedural delays.
